The ecosystem

Malta’s 2026 European Innovation Scoreboard Summary Innovation Index was 101.1% of the EU average, placing it 12th among EU Member States in that edition. The NSO counted 1,356 innovative enterprises employing at least 10 people in 2022–2024, or 43.4% of the surveyed population; its estimate of 2024 business innovation expenditure was €1.1 billion, not a startup-only measure.

Sectors and strengths

The NSO’s 2024 innovation survey attributes 14.2% of overall business innovation expenditure to information and communication. Malta’s national GERD target is 2% of GDP; the National Audit Office reports average annual R&D investment of 0.6% of GDP in 2019–2023 and around €77.7 million in private-sector R&D investment in 2023.

Hubs and regional differences

The evidence identifies a university-linked commercialization presence in Malta: the University of Malta’s report describes Garland Surgical opening a Malta subsidiary for R&D and collaboration with the University. The report does not establish that Garland Surgical originated in Malta.

Startup support programs

Malta Enterprise’s Business Start guidelines describe conditional early-stage grant funding of up to €10,000, in tranches of €3,000, €3,500 and €3,500, under a €1 million scheme budget. Eligibility includes fewer than 50 FTEs, specified knowledge- or technology-enabled activities, registration within five years, application within 36 months of establishment and turnover or balance sheet up to €10 million. The guidelines publish a 30 October 2026 deadline and allow earlier termination; current portal acceptance and remaining budget were not verified, so application status was not established.

For founders

Founders exploring local support can compare Malta Enterprise’s grant and repayable-advance eligibility against their company age, operating base, activity and financing needs; both published routes include deadline or early-closure qualifications, and current application acceptance was not verified. TAKEOFF offers an inquiry route without specific stated joining requirements, while the 2026 TOSFA call is closed.

For investors

The 2026 EIS indicators show Malta’s venture-capital expenditure at 4.1% of the EU average and Finance and Support at 4.0%, while the NSO reports €1.1 billion in 2024 business innovation expenditure across its surveyed enterprise population. Investors should distinguish these national business-innovation measures from startup-specific deal flow; GO Ventures’ published mandate is a potential co-investment fit for revenue-generating Seed and Series A technology startups with a lead investor.
