The ecosystem

The Sri Lanka Export Development Board estimates 2025 ICT/BPM exports at US$1,644.83 million, up 8.81% from 2024; these are export estimates, not startup revenue. StartupBlink’s 2026 country page places Sri Lanka at 69th worldwide and third in South Asia, while its 2025 report gives a different South Asia position and contains an internal 2025 rank discrepancy.

ICTA states a vision of US$5 billion in annual digital-industry exports by 2030. Separately, Startup Genome’s 2024 note quotes a US$15 billion 2030 digital-economy goal from the State Minister of Technology; these are differently described targets, not achieved outcomes.

Sectors and strengths

Startup Genome’s 2024 country note ranks Sri Lanka third in Asia and within the global top ten for Affordable Talent, which it defines as the ability to hire tech talent. StartupBlink’s 2025 profile places Sri Lanka 57th globally in Software & Data and reports US$10.6 million in total funding for 2024.

The Export Development Board’s ICT/BPM export estimate provides a national measure of the sector, while ICTA describes Spiralation as supporting technology startups and reports access to markets in more than 30 countries. These sources establish sector and program activity, not a broad claim about startup outcomes.

Hubs and regional differences

StartupBlink’s 2025 city rankings place Colombo at 224 globally and Kandy at 878; its report says Colombo’s total score was more than 13 times Kandy’s. The same edition lists Vavuniya at 1,147, Jaffna at 1,227, and Trincomalee at 1,401, indicating a marked difference in index positions rather than a census of local startups or investors.

TRACE lists TRACE Expert City, HomeTree Coworking, and TRACE Coworking in Colombo, as well as TRACE Coworking in Jaffna, TRACE BREAD Center in Makandura, TRACE - JRDC Incubator in Kandy, TRACE Creators Space in Rathnapura, and TRACE in Batticaloa. Its site says the innovation-park project began in 2013 through a partnership between technology entrepreneurs and the Sri Lankan Government.

Notable companies

TechCrunch reports WSO2 was founded in Colombo and began in 2005; it reported 780 employees, 80% of them in Sri Lanka, in August 2024. WSO2 announced a definitive acquisition agreement with EQT in May 2024, and Echelon later reported a US$600 million sale; the reviewed claims do not establish WSO2’s current headquarters.

CAL identifies PickMe’s issuer as Digital Mobility Solutions Lanka Ltd. Its 2024 offer for sale covered 43,474,179 existing ordinary voting shares at LKR 36 each, with a minimum application of 100 shares, or LKR 3,600; the published schedule ran from September 13 to October 4, 2024, or earlier if oversubscribed. Because it was an offer for sale of existing shares, the transaction terms do not establish primary capital raised by the company.

Capital providers

Lankan Angel Network says it was founded in 2012 and describes 75+ rolling members, more than LKR 700 million invested, and 20+ companies supported. Daily FT reported in February 2025 that LAN had invested over LKR 2 billion in 50+ local startups through 100+ angels; the two accounts’ cumulative figures are unreconciled and may reflect different scopes or update dates.

Echelon describes BOV Capital as an early- and growth-stage technology investor. Its first fund was set up in Singapore in 2015 at Rs. 2 billion; the 2017 Digital Innovation Fund, launched with Dialog Axiata, deployed Rs. 1.6 billion, with about 25% reserved for seed investments below Rs. 50 million. Reported typical investments were US$500,000 to US$1 million; Echelon reported four full and two partial exits across the first two funds and said in March 2026 that plans for a third fund were paused pending regulatory clarity.

Echelon, reporting Startup Genome data for mid-2022 through end-2024, gives Sri Lanka US$58 million in early-stage investment and a US$150,000 median Series A, against cited global averages of US$5.2 billion and US$6.8 million, respectively. It also reports six Sri Lankan exits since 2020, compared with a global average of 86 for the referenced measure.

Startup support programs

ICTA describes Spiralation as a six-month program for tech entrepreneurs and early-stage technology firms in Sri Lanka, offering seed funding, training, networking, and market access. Its page was last updated September 30, 2025, reported the program as in progress, and did not verify a current application window; status is therefore not established. ICTA’s two pages report different cumulative startup totals, 130+ and 150+, without a reconciliation.

Hatch’s Startup Nation page describes a selective South Asian startup competition with expert review, mentorship, investor networking, follow-on investment opportunities, and US$100,000 in seed funding for the winner. Detailed eligibility and an open application window were not established in the inspected page, so application status remains unknown.

The University of Colombo Innovation & Startup Incubator accepts inquiries through a published form for students, staff, and external partners; its stated participant groups include undergraduate and postgraduate students, academic staff, researchers, and eligible multidisciplinary teams. Selection is described as merit-based on innovation potential, commercial viability, and alignment with university priorities; the inquiry route does not establish a funded cohort window.

The Enterprise, University of Moratuwa publishes separate invention forms for staff-supervised and student-owned projects, then requires a business model canvas and commercialization milestones before external technology evaluation. Space allocation uses a scored evaluation and first-come, first-served process; the page does not state a current deadline or space availability.

For founders

Colombo is the strongest measured city in the 2025 index, while TRACE lists coworking and incubation sites in several other locations. Founders can use the index and site list as starting points for comparing local networks, not as evidence that investor access or startup density is equivalent across cities.

Spiralation, the University of Colombo incubator, and The Enterprise at the University of Moratuwa publish distinct support or inquiry routes. Check each program’s current intake and eligibility directly; the reviewed information does not establish an open Spiralation or funded incubator application window.

For investors

Reviewed reporting describes LAN as an angel channel and BOV Capital as an early- and growth-stage technology investor, with BOV’s reported typical investment range at US$500,000 to US$1 million. Echelon’s reported early-stage and Series A comparisons point to a thin follow-on market; these figures are publisher-attributed data rather than a current fund-by-fund market census.

The documented outcomes include WSO2’s reported US$600 million sale and PickMe’s scheduled 2024 sale of existing shares. They show distinct exit routes, but the evidence does not establish a broad or repeatable pipeline of comparable transactions.

Constraints and recent changes

The ADB’s March 2018 study, based on more than 90 SME respondents from specified chamber and startup-interest groups, projected startup equity demand could reach US$200 million over the following five years. This is a historical projection from a selected sample, not a current estimate of financing need.

StartupBlink’s 2025 report has an internal inconsistency: its ranking list and table place Sri Lanka at 68, while its narrative says the eight-place move brought it to 69. The 2026 page reports 69th worldwide, but that does not resolve the 2025 report’s discrepancy.

As of . Official information. Source: Sri Lanka Startup Ecosystem - Rankings, Startups, and Insights; Global Startup Ecosystem Index 2025

Echelon reported that the government announced a startup fund-of-funds in September 2025, with US$5 million in the 2026 budget and a January 2026 launch target. As of Echelon’s September 2026 report, the fund had not opened; official terms, an application route, and a later current status were not verified.
