The Ministry reports Ukraine ranked 23rd in information and communications technology in the 2025 WIPO index, a 33-place improvement, and 47th in knowledge and research outputs. It also reports ranks of 48th in education, 65th in human capital and research, 72nd in R&D, 89th in business environment, and 106th in regulatory environment.

The reported 2024 IT-services export destinations included the United States at $2.4 billion, the United Kingdom at $565 million, and Malta at $502 million; the United States was the largest destination market.

On October 4, 2026, Diia’s service page showed a free online route to apply for Diia.City residency, with submission listed as taking up to 10 minutes and service delivery within 10 working days. Displayed requirements included a Ukraine-registered legal entity, no statutory disqualifying circumstances, at least 90% of income from qualifying activities, average monthly remuneration of at least €1,200, and at least nine employees and/or gig specialists; a company manager, registry-authorized representative, or attorney could submit. Application status was not established beyond the route shown when checked.

Diia.City’s overview describes a 5% personal income tax rate and 5% military levy for covered employee and gig-specialist labor, a 22% unified social contribution calculated from the minimum wage, and a 9% distributed-capital tax option for resident companies.

IT-services exports were 4.3% lower in 2024 than in 2023 and 14% below the 2022 historical maximum. December 2024 exports were $617 million, the highest monthly value reported for that year and 18.9% above November.
