Second report, covering 101 economies (up from 50). Average pillar scores: Regulatory Framework 66.32, Operational Efficiency 60.03, Public Services 53.97. The Republic of Korea led Public Services (80.22) and Singapore led Operational Efficiency (79.25); eight economies (Czechia, Estonia, Korea, Latvia, the Slovak Republic, the United Kingdom, Singapore and Georgia) were in the top quintile of all three pillars.

Coverage doubled; methodology refined per the World Bank's plan to expand and adjust over the first three editions.
