Pingliang is a prefecture in eastern Gansu with one district, one county-level city, and five counties. The Pingliang Industrial Park overview dates the park’s establishment to 2002 and its provincial high-tech development-zone approval to 2018.

Pingliang’s industry bureau described Guowei Starch as an anchor for attracting Gansu Liangwei pharmaceutical-intermediate processing projects, and described New Yangshao’s local project as biological enzyme-preparation manufacturing. The bureau reported that New Yangshao’s first-phase Pingliang project entered production at the end of December 2024, and that Gansu Liangwei’s Pingliang project had RMB 140 million in industrial output in 2025.

In September 2026, Pingliang’s human-resources bureau reported 38 municipal-level entrepreneurship incubation platforms across the prefecture. The bureau dates Demao Food’s industrial entrepreneurship incubation platform to October 2022 and reported 41 businesses there as of September 28, 2026; it described the platform as sharing workshops, inspection equipment, raw-material channels, and a sales network with incubating businesses. Current intake was not verified.

In August 2026, Pingliang’s human-resources bureau described entrepreneurship-guarantee loans for eligible small and micro enterprises with a maximum amount of RMB 4 million, a maximum term of two years, and a 50% fiscal interest subsidy for eligible SME loans. Eligibility details and current application availability were not verified. A municipal science-project application notice was historical: its window ran from April 1 to April 24, 2025, and it described support for technology transfer by assignment, licensing, or contributed equity.
