SIHUB’s preliminary 2025 report counted about 1,588 innovative startups, 67 intermediaries, 70 funds, and 70 universities and institutes in Ho Chi Minh City. The report also counted 283 e-commerce startups and 213 fintech startups. SIHUB described the dataset as preliminary and said it needed regular updating. [2][3]
A September 23, 2026 government report described non-refundable startup-incubation support caps of VND 50 million per pre-incubation project, VND 100 million per incubation project, and VND 500 million per acceleration project. The report said projects must operate in the city, meet stage criteria, and avoid duplicate state funding. The captured notice did not specify an effective date or current application route. [4][5]
