Who it is for

Eligibility varies by competition. For Start-Prom-1 queue 4, individuals were eligible if they were not participating in another Foundation project at the same time. Corporate applicants had to be small or microenterprises registered no more than three years earlier, and companies with prior Foundation financial support were excluded except for participation in acceleration programs. Applicants also needed a project within the regulation’s listed thematic directions, and the project team had to include at least three members. (Claims 110258, 110259, 110260, 110261, 110263)

For Start-2, a 2026 listing required exclusive rights to intellectual activity results or an application to register them, and a first-stage Start project that ended no more than three years earlier. Business-Start was described as open to legal entities that had completed any Start stage. These requirements relate to their respective competitions and do not establish complete umbrella-program eligibility. (Claims 110281, 110282, 110275)
